I do this as a career. I suguest waxing. Laser is very exp. and isnt always going to work. What waxing does is damages your hair follical and the longer you wax the better, If you wax say for 5-6 yrs (no saving in between) your hair is going to stop coming in in spots and is also going to get thiner and harder to see. For best resalts go to a salon that prices is around 20-40 for your legs.

Ive heard lazer treatment works really good but it can also get expensive so Im not sure sorry!!

nothing is really permanent.. Nair does pretty good.. some kinda wax may be more long term..

Electrolysis and laser hair removal are "permanent" hair removal methods but are expensive and you have to find a trained professional, otherwise your skin could be damaged.
