It isn't inexpensive, but, if you are serious about it, you can get your hair follicles zapped with a lazer. You would effectively be permanently damaging the mechanism that grows hair, but that is the most effective. Their are places that do all over the place. This being said it isn't cheap (I'm thinking thousands here). But, if you consider how much you spend over the course of your life in waxing, shaving, and other treatments, it works out to be a real bargain. Good luck.

And make sure he know what he is doing because it could cause burning and scarring if not done by a professional.
