I don't know whether it is said 'shaving' or waxing, yet anyway I would like to know if permanent hair removal by using a laser is in any way harmful or increases the risks of any disease? I too would like to know why in the 2 places I asked for prices, one was extremely more expensive than the other... Is there a better way? A safer way?

It is very safe. The price may have been dramatically different because A. The quality of the equipment was very different or B. One of the locations had to pay a Dr. a substantial amount more for oversight. As for waxing some women have talked about having good results with Brazilian wax.
As for companies that charge higher prices part of that is because you are paying for the name just like will often occur with brand name clothing.
